Budget 2017 : Important announcements for education sector and student in specific

The long-awaited Union Budget 2017 post demonetisation finally has been presented in the parliament by the Hon'ble Union Finance minister Arun Jaitley.

Education related highlights for this year:

  1. Two new AIIMS institute in Jharkhand and Gujarat.
  2. Take steps to increase post-graduate seats for medical sciences.
  3. Proposal to launch a system of measuring learning in schools. Emphasis on science education and flexible curriculum. 
  4. The focus will be the 3,479 educationally backward blocks where the government proposes to introduce the practice of measuring annual learning outcome in schools. 
  5. Certain colleges and institutions to be identified and granted an autonomous status based on accreditation.
  6. Use of DTH channels to link online courses available on the Swayam platform, that will offer 310 online courses, to enable student access high-quality education resource. 
  7. A national agency to be instituted that will be in-charge of conducting all entrance exams for higher education. This would free the CBSS and ISCE from their current administrative responsibilities and focus on improving academic milieu.
  8. Pradhan Mantri Kaushal Kendras to be extended to more than 600 districts across the country. 110  centers to be opened to help youth get access to employment opportunities abroad.
  9. Rs 2,200 cr to be set aside for investment in vocational training.
  10. Innovation Fund for secondary education to be created.
  11. Good quality institutions which will possess better quality and education.
  12. Access to SWAYAM education portal online, which will be introduced with 350 online courses.
  13. 100 international centers will be launched across the country for the youth to seek jobs outside India.
  14. PM Kaushal Kendras to be extended to 600 districts.
  15. 3.5 crore youth to be trained under Sankalp program launched by the government .
  16. Quality and market relevance will be noted in vocational training.
  17. Special scheme for employment has been launched in the textile sector.
  18. National Testing Agency will be conducting major entrance examinations.
  19. CBSE will be freed from conducting examinations and will focus majorly on academics.
  20. Skill strengthening to be implemented from this year with a budget of Rs 2,200 crore.
  21. Greater autonomy will be provided to major institutes.
  22. UGC will be reformed for higher education, colleges and institutions will give more autonomy.
  23. Provide education through a digital platform and will make India an electronics hub.
