Urban Development Ministry Is Expected To Regulate And Provide Framework To Provide Architecture Education

As per the reports in media,  The central government is all set to take architecture education out from the guidance and purview of  Human Resources Development (HRD) Ministry and transfer these rights to the Urban Development Ministry, And once this proposal is approved all architecture engineering colleges shall be under the umbrella of UB ministry which includes prominent institutes such as

  1. All SPAs (Schools of Planning & Architecture).
  2. Mumbai’s JJ School of Architecture.
  3. Ahmedabad’s CEPT University. etc.

The logical ground behind the move behind is that the ministry has the great experience and expertise in architecture sector as it deals with building activities and planning in urban areas.

Such rational attempts have been taken before and the many courses are made to come under the purview of respective ministry, for example:

  1. The Company Secretaries Act 1990 is under the Ministry of Corporate Affairs.
  2. Pharmacy Act, 1948, Dentists Act, 1948, Indian Medical Council Act, 1958 are with the Ministry of Health & Family Welfare .
  3. Advocates Act, 1961 is with Ministry of Law & Justice.

“The panel felt the urban development ministry, which deals with urban affair issues is better equipped to cater to the needs of architecture education since bulk of planned building activity and main employment space of practising architects and planners is in urban areas,“ said a government source.

Interestingly a large number of construction-related bodies like NBCC, CPWD, HUDCO, National Institute of Urban Affairs, Town and Country Planning Organisation are with Urban Development and Housing and Urban Poverty Alleviation Ministries.

The change shall formally be notified by an amendment to the Allocation of Business Rules 1961, which enlists responsibilities of each ministry under the Union government.

The Architects Act, 1972 looks after following important aspects which shall now no longer be part of HRD ministry once the proposal is approved and cannot regulate them with through the Council of Architecture (CoA):

  1. Registration of architects,
  2. Maintaining standards of architectural education,
  3. Recognition of qualifications and
  4. Compilation of standard architectural practices by experienced and currently pursuing architecture professionally.
