11 central universities have been identified by the HRD Ministry as 'underperforming' in the recent years. MHRD has urged UGC or University Grants Commission to conduct an audit to review each university’s performance. Their performance will be judged on the basis of the quality of the academic activities carried out and the importance given to research and development initiatives there.

The list of these universities is as follows:

1. Allahabad University
2. Aligarh Muslim University
3. Central University of Jammu
4. Tripura University
5. Pondicherry University
6. Central University of Jharkhand
7. Central University of Rajasthan
8. Hemwati Nandan Bahuguna Garhwal University
9. Babasaheb Bhimrao Ambedkar University of Lucknow
10. Mahatma Gandhi Antarashtriya Hindi Vishwavidyala
11. Dr. Hari Singh Gour University of Sagar

The committee will take into account the following factors in order to evaluate these non-performing institutes:

1. Results/marks secured by students
2. Quality of research activities and corresponding outputs
3. Placement trends and records
4. The frequency of review of courses
5. Introduction of new courses
6. Relevancy of current campus research
